🆕 New EU Regulation 2024/3110 on Construction Products – What Changes from 2026?

The new EU Regulation 2024/3110 on construction products has been adopted, introducing significant changes to CE marking and compliance for manufacturers, importers, and distributors.

Effective Dates:

  • In force since January 2025.

  • Mandatory application from January 8, 2026, with transitional phases until 2032.

Key Changes:

  • CE marking remains but now includes more technical and environmental information.

  • Manufacturers must provide a Declaration of Performance (DoP) that includes:

    • Technical characteristics (e.g., strength, thermal conductivity, fire resistance).

    • Life Cycle Assessment (LCA) data – e.g., CO₂ emissions, recyclability.

  • Products will require a Digital Product Passport (DPP) and digital labeling (e.g., QR codes).

  • Environmental Product Declarations (EPDs) become essential for declared characteristics.

Who Is Affected:

  • Manufacturers of all types of construction products (concrete, metals, insulation, ceramics, etc.).

  • Importers and distributors within the EU.

  • Public authorities, technical services, and designers involved in projects with environmental or quality criteria.

  • Engineering firms specifying or using construction materials.
